Council Meeting

Regular Meeting

January 13, 2011

6:00 P.M.

The Mayor-Council met on January 13, 2011 at the City Hall in Roseland, La. for regular session.

Call to Order: Mayor Wanda McCoy called the meeting to order at 6:00 p.m.

Roll Call: Council members present were Jerrol Jones, Ruthie Vernon, and Sandra Turner. Absent were Van Showers and Brooks.

Prayer and Pledge of Allegiance: Councilman Jerrol Jones led the meeting prayer, and Councilwoman Ruthie Vernon led the Pledge of Allegiance.

Public Input: No public input.

Approve minutes of meetings. After review, Mayor McCoy asked for a motion to approve the minutes for the special meeting held on December 7, 2010 and the regular meting held on December 9, 2010. A motion was made by Sandra Turner, seconded by Ruthie Vernon to approve minutes of both meetings held in December 2010, with necessary corrections if needed. Votes for. Jones. Motion passed.

Approve Accounts Payable: After review, Mayor McCoy asked for a motion to approve the accounts payable for January 2011. A motion was made by Ruthie Vernon, seconded by Jerrol Jones to approve the accounts payable for January 2011, excluding the Nextel bill. Votes for: Turner. Motion passed.

Appointments: a) Mayor McCoy asked for a motion for the 2011 Holiday Schedule. A motion was made by Sandra Turner, seconded by Jerrol Jones to adopt the 2011 Holiday Schedule, with any necessary changes. Votes: Vernon. Motion passed.

b) Mayor McCoy asked for a motion to appoint Lee Gray, CPA as the Town Auditor for one (1) year. A motion was made by Ruthie Vernon, seconded by Jerrol Jones to appoint Lee Gray, CPA as the Town Auditor for one year. Votes: Turner. Motion passed.

Speaker: Ms. Bonnie Eades, A T&T: Ms. Eades, Regional Director came before the Mayor and Council Members looking for their consideration on introducing an ordinance. Ms. Eades gave some history on the video service AT&T has to offer and stated it will be available for Roseland in the near future. This ordinance will set a 5% franchise fee to be paid by those entities providing cable or video service within the municipal limits of the Town of Roseland.

Introduce Ordinance #312: Mayor McCoy asked for a motion to introduce Ordinance #312 setting a franchise fee for the Town of Roseland. A motion was made by Sandra Turner, seconded by Jerrol Jones to introduce an ordinance to set the franchise fee to be paid by those entities providing cable or video service within the municipal limits of the Town of Roseland, under a state-granted franchise authority. Votes: Vernon. Motion passed.

Ms. Latania Anderson. Mayor McCoy introduced to the board and stated that she is a grant writer. Ms. Anderson gave the Council Members a description of her job, her experience, and how she can help Roseland get its improvements that are needed. Ms. Anderson stated that she is hoping to become the Town of Roseland's Grant Writer. Mayor McCoy stated before a decision is made tonight, she would need to have the Town Attorneys review her paperwork first.

Councilman Van Showers arrived at the meeting.

Old Business: Mayor McCoy thanked the Fire Department for collecting gifts and for passing them out to the children. Mayor McCoy also thanked the Roseland Chamber of Commerce for the Christmas Parade, "It was a great turnout!"

New Business: No new business to discuss.

Zoning: No zoning business to discuss.

Adjourn: With no further business to discuss, a motion was made by Sandra Turner, seconded by Ruthie Vernon to adjourn the meeting. Votes for: Jones and Showers. Motion passed, meeting adjourned.
